Investment Promotion Conference on human resources development for the North Central Provinces.
On September 19, in Ha Tinh, the Ministry of Planning and Investment and the Ha Tinh People's Committee held a conference on promoting investment in human resources development for the North Central Provinces including Thanh Hoa, Nghe An, Ha Tinh, Quang Binh and Quang Tri.


Attending the Conference were representatives from a number of Ministries, the General Confederation of Labor of Vietnam, Embassy of Laos PDR in Vietnam, Vietnamese Culture Center - Japan, Office of KOTRA ( Korea) and some economic groups in the country and abroad.

 

Speaking to direct the meeting, Deputy Prime Minister cum Minister of Education and Training Nguyen Thien Nhan stressed: The concerned ministries and branches, the training institutions and North Central provinces need to train human resources according to the needs of society, socialize training. Provincial People's Committees of the provinces need to implement the work of forecasting the economic structure of the local, review of training institutions, thereby building the schools, plans and objectives in the direction of training colleges, intermediate vocational schools is 2-4 times more than the number of universities in the region.

 

Deputy Prime Minister asked in October 2009, the province must report to the Ministry of Education and Training and Ministry of Labor, Invalids and Social Affairs the list of labor needs. Businesses should support a funding facility for training, creating favorable conditions for students in training institutions for practice. The training institutions need to innovate the training management and training support. Because training highly qualified human resources are important task to successfully implement the program of industrialization and modernization, to make the North Central became a center of industry, commerce and tourism in the coming years.


 
Reports and speeches at the Conference also stated: the North Central is a dynamic development region, there is great need for highly qualified human resources. With 9.6 million people accounting for 11% of the population of the country, the province has been implementing various projects. Total foreign investment capital registered is USD 17 billion, North Central ranked third in the eight major economic regions of the country in attracting foreign investment. These projects need 391,000 trained employees by 2015 and 550,000 trained employees by 2020. Only in Ha Tinh is implementing 70 projects with total investment close to a dozen billion dollars, need 4 ten thousand employees. However, training human resouces in the provinces of North Central also has limitations. The average number of employees trained less than the whole country, did not meet the labor demand for process of industrialization, modernization, integration into the international economy.

 

On the conference, Memorials of understanding have been signed between University of Ha Tinh and Formosa Group on co-training professionals in business management and metallurgy; and between the Management Board of Vung Ang Economic Zone and VISIONLAND limited company (South Korea) on the construction of high-tech industrial park and vocational training school. Ha Tinh People's Committee granted the investment certificate to SUNSTEEL Company (Korea) in the field of the construction of the high-tech industrial park and Nghe An PPC granted Investment Certificate for milk processing joint-stock company T-H.
